The essential point is that the Control State System can be applied very flexibly across a wide range of public moderation, state revenue and consumer service goals. Each Control Jurisdiction, then, can tailor its system to respond very directly to the policy objectives of its constituents. Those objectives have evolved over the past seven decades, as public attitudes toward drinking have changed and as the demand for state revenues has increased. In response, the Control State Systems have transitioned from their origins as ‘dispensaries of last resort’ to their role today as efficient, consumer-oriented service agencies. The Control State Systems have focused on achieving the delicate balance of responding to customer concerns; generating revenue for valuable and necessary state programs; improving the overall safety of communities through education, regulation and enforcement; and providing quality service to their customers. With the repeal of national prohibition on 1933, the regulation of alcohol beverages reverted to the individual states. Many states chose to resume the legal sale of alcohol through licensed private sellers. Eighteen states and a few local jurisdictions opted for a different course - control. More than seven decades later, those jurisdictions, which are listed below, are still Control Systems. The Control State System works for the community the way the community wants it to work.
