Purpose of Practice

The manual was developed to provide licensees and their employees with the necessary information to protect the welfare and safety of Iowans though compliance with laws addressing the manufacture, distribution and sale of alcoholic beverages.

Description of Practice

The manual titled "Iowa's Alcoholic Beverages Laws and You" is a publication that had previously been distributed by the Iowa Alcoholic Beverages Division (ABD) but had not been updated since 2000. Licensees and citizens of Iowa were often requesting this information from ABD, however, much of the content was out of date and new laws were not reflected in the publication. ABD created the manual as a quick reference tool to provide licensees and their employees with the information necessary for the responsible sale of alcoholic beverages. Additionally the information learned will ultimately assist a licensee’s effort to comply with alcoholic beverages laws and regulations, curb underage drinking and illegal use of alcoholic beverages, and support the responsible consumption of alcoholic beverages by people of the legal drinking age. The manual is written in layman's terms to help simplify the detailed laws and give a general understanding of the alcoholic beverages license while also providing a reference sections for further review. One manual was sent to all on- and off-premises retail licensees in the state of Iowa with the ability to order additional copies for a fee. Success or Improvements

This publication gives licensees and their employees a quick reference tool to quickly obtain information necessary to be in compliance with Iowa's Liquor Laws. It also provides specific contact information ABD and other relevant state and federal agencies. Some of the topics covered in the manual include laws and regulations, prohibited practices, product information, penalties, administrative hearings, licensing requirements, license classifications and historical highlights.


ABD has distributed approximately 10,500 copies from April 4-25, 2012, and has been receiving regular requests for additional copies. Positive feedback has come in from licensees, local authorities and prevention groups who have been long awaiting an updated version of this manual because it is so often referenced in their day-to-day practices.
