A bill to regulate full-strength beer sales in Colorado grocery and convenience stores, once viewed as unlikely to pass because it was the bane of nearly every sector of the alcohol-sales industry, cleared the state Senate by a wide margin Tuesday, giving hope to its liquor-store proponents especially that guardrails may go into place before the sales begin on Jan. 1.
