Best Practices Carding Video
Videos are useful tools to educate alcohol licensees about the proper procedures for “carding” - reviewing the various forms of identification to ensure individuals can legally purchase alcohol. The last time the West Virginia Alcohol Beverage Control Administration (WVABCA) created a carding video was over a decade ago—since then, numerous new forms of ID have become common in West Virginia. To fit the need for a new educational resource, WVABCA used NABCA funds to produce a new carding video. The video focuses on checking IDs and distinguishing between proper and improper forms of identification. The video also covers other issues that may occur in licensed establishments like passing off of money for purchases, growler sales, and hours of operation. WVABCA developed a new ID Carding Poster, specifically for this initiative. The poster, used throughout the video, illustrates proper and improper forms of ID, warning signs associated with underage alcohol purchases, and proper techniques for checking IDs. WVABCA produced 8,000 posters, which are being distributed to current and new licensees. WVABCA hopes this resource will reduce the sales of alcohol to underage individuals as well as reduce other possible violations.
NO School Spirits PSA Contest
The NO School Spirits campaign, supported through NABCA awards, encouraged high school and middle school students to explain, in their own words, the dangers of underage drinking. Five entries were then selected to be made into TV and radio PSAs, which aired in West Virginia and neighboring states. Over 400 students participated in the program. WVABCA worked with schools throughout the entire submission period, judged the PSA entries, and then selected winners. The five different schools with winning submissions received a collective total of $10,000 in prize money. Educators, parents, and students reported that the whole experience was a positive learning opportunity. This program helps instill in the state’s young people the importance of safe behaviors around alcohol consumption.
Alcohol Related Educational Materials
WVABCA used NABCA funds to purchase promotional items that could be distributed at conferences, to participants in the NO School Spirits PSA contest, and at DUI simulator visits. These promotional and educational materials help enhance WVABCA's interaction with the public, helping people be more aware of the services and support offered by the agency.
