ALEXANDRIA, VA (January 14, 2014)–On January 11, 2014, NABCA Chair Elect Jeffrey R. Anderson, who is also director of the Idaho State Liquor Division (ISLD), became the Association’s new chairman of board of directors. Additionally, Steve Larson, administrator of the Iowa Alcoholic Beverage Division, was recently selected by the board to become chair-elect and began his term as well.

NABCA board transitions traditionally take place in May. This change occurred now as J. Neal Insley, who led the association for 18 months, has left the Virginia Department of Alcoholic Beverage Control (VABC).

“Neal became our chairman in 2012, after serving only one month as chair elect,” said Jim Sgueo, NABCA president and CEO. “During his service, Neal increased our relationship with global public health agencies and strengthened our relationship with the National Liquor Law Enforcement Association and its members. Neal also represented us with integrity and professionalism throughout his term.”

“Police officers adopt an oath to protect and serve the citizens of the communities where they work. Neal, who began his career as a police officer, brought this sense of serving for the public good to his leadership role at NABCA,” said Anderson. “He demonstrated this commitment by focusing on transparent and proven practices to accomplish the many objectives of control systems. I have enjoyed serving with Neal during his tenure on the NABCA board,” he added.

Anderson has served on the NABCA board since 2010. He is the current chair of the Finance Committee and had previously chaired NABCA’s IT and Internal Affairs committees. He was also a member of eight other NABCA committees, including Governance, Broker Advisory and Public Affairs.

He was appointed director of the ISLD by Governor C.L. “Butch” Otter on April 30, 2010 and continues to serve as director of the Idaho Lottery, a position he’s held since January 9, 2007. He came to state service after twenty-six years in broadcasting, most recently as vice president and general manager of CBS television affiliates KBOI (Boise) and KIDK (Idaho Falls).

Anderson recently served as president of the North American Association of State and Provincial Lotteries (NASPL), and is currently Secretary of the Board of Directors of the Multi-State Lottery Association (MUSL). He is also vice-chair of the MUSL Powerball Game Group.

While in local broadcasting, Anderson was involved in a variety of executive board-level posts for the Idaho State Broadcasters Association, representing the industry’s interests to Congress and the Idaho legislature.

Anderson received a Bachelor of Science, Business Administration degree from California State University, Chico. He resides in Boise, Idaho with his wife of 32 years, Theresa Anderson.

“Jeff’s experience in the media sector and other disciplines as well as his understanding of control systems, alcohol regulation and his excellent public speaking skills make him a strong leader for our board,” said Sgueo. “We look forward to his leadership in the Association.”

Larson who is active on six NABCA committees, including Finance and Industry Relations-International, has been on the NABCA board since 2010. He is currently the chair of the NABCA Communications and Public Affairs committees.

He was appointed and confirmed by the Iowa Senate to a 4-year term as administrator of the Iowa ABD that began in May 1, 2010. He has over 29 years of state government experience. Prior to his appointment, he served as Deputy Treasurer for State Treasurer Michael L. Fitzgerald. Larson graduated with honors from William Penn University in Oskaloosa, Iowa, with a B.A. in Business Administration.

He received the Presidential Distinguished Services Award for Outstanding Service and the Golden Dome Award for Leader of the Year in 2003. Larson has served on numerous state and national boards and commissions including the State Appeals Board, Vision Iowa, the Iowa Accountability and Transparency Board, National Association of Unclaimed Property Administrators and the National Association of State Treasurers.
